Human Nutrition $ 50,000,000.00 OSUMA HB1012 §1 to construct facilities for an institute designed to provide specific strategies and treatments to address the obesity epidemic and other public health challenges, and to promote health and nutrition awareness especially in rural parts of the state while utilizing collaboration of experts from various scientific fields.
OSU 2. Pharmaceutical $ 50,000,000.00 OSUMA HB1012 §2 to construct a biotech drug development laboratory to develop new medicines and therapeutics to address the growing demand for addiction management and pain management resulting from Covid-19 pandemic.
OSU 3. Telemedicine $ 10,000,000.00 OSUMA HB1012 §3 to fund outreach, training, and other allowable expenses associated with implementation of rural advanced care pilot program.
DMHSAS - Griffin $ 87,000,000.00 DMHAS HB1013 §1 to address the ongoing increased demand for mental health services by constructing a replacement facility for Griffin Memorial Hospital; provided, that such construction be confined within a thirty-mile radius of the State Capitol Building.
DMHSAS - TCBH $ 38,000,000.00 DMHAS HB1013 §2 to address the ongoing increased demand for mental health services by expanding the infrastructure of the Tulsa Center for Behavioral health to increase capacity.
DPS Wellness Division $2,523,000.00 DPS HB1014 §1 to acquire, or equip two (2) mobile wellness units to provide mobile unit support for post-incident trauma experienced by first responders in this state.
Regional EMS - VETOED $ 6,000,000.00 OEM HB1015 §1 to construct nine regionally located emergency operations centers to assist with the distribution of personal protective equipment, disinfectant, and other supplies for first responders, public employees, and schools responding to emergency conditions.
Tulsa Tower $ 20,000,000.00 Aeronautics Commission HB1016 §1 to fund the construction of the air traffic control tower located at an international airport in the northeast region of the state to maintain and enhance air traffic safety in the state.
OKC Hanger $ 20,000,000.00 Aeronautics Commission HB1016 §2 to construct an airplane hanger on or near the grounds of a major international airport to centrally located in the state to enhance opportunities to attract aircraft maintenance facilities to the state.
Woodward AirPark $ 20,000,000.00 Aeronautics Commission HB1016 §3 to make improvements to an airpark in the northwest region of the state in an effort to increase future economic development in the region.
Ardmore Taxiways and Runways $ 22,350,000.00 Aeronautics Commission HB1016 §4 to make needed upgrades to runways and taxiways at an industrial airpark located in the southern region of the state in an effort to increase future economic development in the region.
Aeronautics Commission Hangar Program $ 14,000,000.00 Aeronautics Commission HB1016 §5 to enhance the construction of hangers at airparks, airports, and related locations to increase future economic development in the state.
Flight Subsidization $ 4,000,000.00 Aeronautics Commission HB1016 §7 to be administered by the Oklahoma Aeronautics Commission pursuant to the provisions of the Oklahoma Air Service Development Grant Program.
Spaceport - Water and Broadband $ 4,250,000.00 OSIDA HB1017 §1 to provide needed water, wastewater, and broadband upgrades for communities and areas located near the Oklahoma Air and Space Port.
Spaceport - other needs $ 22,500,000.00 OSIDA HB1017 §2 to make needed infrastructure and facility improvements across the space port campus, including the removal of identified hazardous or unusable structures.
Statewide Radar Program $ 5,000,000.00 OSIDA / Aeronautics Commission HB1017 §3 to invest in unmanned aircraft systems or advanced air mobility infrastructure, including radar and other detection systems, in order to assist itself, the Oklahoma Aeronautics Commission, and other entities within the state with with the safe integration of these aerospace technologies into the airspace around the state and ensure safe operation of various airports, air navigation facilities, and test sites.
Fab Lab $ 250,000.00 OCAST HB1018 §1 to complete the purchase of equipment, needed to outfit various laboratory needs including workforce training programs for reskilling and upskilling the workforce in the area, for a Fab Lab Network member organization as verified by the MIT Fab Foundation.
Innovation District $ 8,400,000.00 OCAST HB1018 §2 to assist an innovation district in a major metropolitan, centrally located area of the state, purchase equipment, curriculum, and other supplies needed to start, develop, and implement a workforce training program focused on upskilling and reskilling workers in manufacturing positions for the pharmaceuticals and biologics industries.
Lawton FISTA $ 20,000,000.00 OCAST HB1018 §3 to the Southwest Oklahoma ARPA Regional Alliance to buy equipment necessary to outfit a STEM Lab, Incubator and Accelerator at the Fires Innovation and Technology Accelerator, targeting populations with educational and economic disparities and addressing the negative economic impacts of Covid-19 pandemic by providing technical assistance to businesses.
Manufacturing Skills Academy $ 8,100,000.00 OCAST HB1018 §4 to the manufacturing alliance centrally located in the state to establish and build out a Manufacturing Skills Academy aimed at educating at-risk youth, justice involved persons, and those unemployed or underemployed in manufacturing labor skills while also providing various wrap-around services.
Oklahoma Aviation Academy $ 20,000,000.00 OCAST HB1018 §5 to address disparities and respond to the negative economic impacts of the Covid-19 pandemic by assisting in the establishment of an aviation academy, a high school focused on developing an aeronautics workforce for the future, located centrally in the state.
TU Cyber Security $ 12,000,000.00 OCAST HB1018 §6 to assist the build-out of and to equip an Oklahoma Cyber Innovation Institute aimed at extending educational reach to high school students with tailored curriculum; empowering unemployed or underemployed workforce participants with micro-credentialing options; and matching local start-ups across the state with students and lab resources needed to help build out products, provided such Institute is located on or near a private higher educational institute with a continuous physical presence in the northeast region of the state for no less than fifty (50) years.

ARPA Revolving Fund Creation N/A Commerce HB1021 §1 All monies accruing to the credit of said fund are hereby appropriated and shall be awarded by the Department of Commerce through grants to enhance industrial parks, airparks, and ports to cover costs related to water, wastewater, sewer, and broadband projects eligible under the provisions of the American Rescue Plan Act of 2021 that support sites or surrounding communities identified by the Department as having such needs prior the passage of this act and as discussed in the Transportation, Infrastructure, and Rural Development Working Group public meeting on September 15, 2022.
PREP Revolving Fund Creation N/A Commerce HB1021 §2 shall be awarded by the Department of Commerce through grants to cover costs that are: 1. Directly associated with industrial parks, airparks, and ports at least partially funded by an appropriation from the Statewide Recovery Fund of the State Treasury created in Enrolled House Bill No. 3349 of the 2nd Session of the 58th Oklahoma Legislature, with priority given to projects partially funded by the Pandemic Relief Primary Source Revolving Fund; and 2. Anticipated by the Department to be ineligible expenditures for reimbursement under the provisions of the American Rescue Plan Act of 2021.
